Important Information - Registration in Alberta under the Agreement on Internal Trade (AIT)

Effective September 1, 2010, physicians who are Canadian citizens or Permanent Residents and who have an independent practice licence in a Canadian province or territory may be eligible for a practice permit in Alberta, regardless of whether or not they meet the registration requirements of the CPSA under the Health Professions ActLearn more about how you can register in Alberta under AIT.

Agreement on Internal Trade (AIT)

On April 1, 2009, the AIT became law in Canada. This legislation grants physicians without full Canadian qualification the freedom to move from one province to another. Because medicine is regulated provincially, each province has different licensing standards. If AIT is interpreted literally, it raises the following concerns:

  • Registration standards for physicians could fall to the ‘lowest common denominator’
  • Our ability to protect the public could be reduced, putting patients at risk
  • Our role as a regulator to ensure qualified physicians provide competent care could be negated

 

To address these concerns we’ve worked with medical regulatory Colleges across Canada and the provincial and federal governments to negotiate a workable solution. We have agreed that there must be a minimum licensing standard that all Colleges agree on. The details of this minimum standard are still under discussion. TILMA:

On April 1, 2009, the TILMA became law in Canada.

  • TILMA is the provincial agreement between Alberta and BC. This agreement allows workers certified in one province to practice in the other province, provided they meet the registration requirements. The College supports this and has worked out an agreement with the BC College to accommodate movement of physicians under TILMA.
  • Under TILMA the CPSA will recognize physicians who are fully registered by the College of Physicians & Surgeons of British Columbia (including LMCC certification and CCFP and/or Royal College of Physicians & Surgeons of Canada certification).
  • If you are fully registered in BC, and certified as indicated above, you must still complete the CPSA's formal application process.
